Texas Humane Network was created to provide educational programs that promote the humane treatment of animals.

Established in 2020, Texas Humane Network is a 501(c)3 nonprofit affiliated with the 501(c)4 Texas Humane Legislation Network (THLN).

Our mission is simple and urgent: promote the humane treatment of animals through education, training, and outreach.

THLN works tirelessly to pass strong animal cruelty laws. Our role is to ensure those laws become real-world protection.

Texas has the laws. Now we need the training.

When an animal cruelty case lands on a Texas officer’s desk, the reality is stark: most officers have never been trained for it.

Texas law enforcement officers receive no dedicated animal cruelty training in the academy or afterward. Yet they are often the first, and sometimes the only, people  who can intervene when an animal is suffering. They must recognize cruelty, understand the law, identify evidence, document cases, and help build prosecutions.

But how can they enforce laws they've never been taught?

A 2010 ASPCA report makes the gap painfully clear: Only about 1 in 5 law enforcement officers surveyed reported receiving animal cruelty training. Less than half were familiar with animal cruelty laws, and only one-third knew the penalties. 

Regarding dogfighting, the gap is even more striking: only 23% of officers surveyed said their departments had the training and resources to investigate dogfighting cases.

This is why Texas Humane Network exists.

THLN passes the laws. We help officers enforce them. 

We are expanding our work to train law enforcement officers across North Texas – giving them the tools they need to recognize cruelty, gather evidence, apply Texas animal protection laws, and build stronger cases. We also teach how animal cruelty connects to violence against people and communities.

North Texas is home to millions of people and countless animals who rely on these laws for protection.
