Southern Dallas has a historic community challenge with loose dogs roaming the streets. The death of Ms. Antoinette Brown in May of 2016, and subsequent dog attacks in 2017 and 2018, have served as a catalyst for city and community leadership to put forth a plan to address the problem directly. One of the key elements of the plan to address this historic problem was to execute a spay neuter campaign at a scale unlike anything seen before. In order to facilitate this, a coalition of animal welfare organizations, SPCA of Texas (SPCA), and Spay Neuter Network (SNN) formed the Dallas Spay Neuter Coalition was formed. The Coalition, with the support of additional animal welfare experts developed a plan to provide the needed spay and neuter services for owned pets in Southern Dallas.
The target area selected consisted of 23 zip codes where more than 80% of the intake for Dallas Animal Services pets and more than 85% of pets living in this area were estimated to be intact. These 23 zip codes represented more than 240,000 households and nearly 700,000 residents of Southern Dallas. A project with this large of a service area and scope had never been attempted before in animal welfare. In April of 2017, key local funders in Dallas, committed the necessary funding to execute Phase I of the project. In the Phase I more than 50,000 dogs received spay and neuter services, with more than 18,000 dogs projected to receive assistance in Phase II. Over the five-year project, the Coalition expects to see a healthier and safer community for people and pets.
The project comes at a time, when both the City government and the public are focused on these same issues. While the focus may be a result of differing motives, solving the public safety issue stemming from loose dogs in Southern Dallas will improve overall public safety and the lives of people and pets in the community. This common goal is bringing together the organizations and funding necessary to make it a reality.
The project is in need of funding to support the strategic outreach and marketing efforts and to provide free spay and neuter services for owned dogs in the 23 zip code target area. Each pet serviced through the project will receive a spay or neuter surgery, necessary vaccines and a microchip.
The Let's Fix This Campaign and Southern Dallas Spay Neuter Surge Project focuses on addressing the root cause of the public safety issue around loose dogs, which stems from a significant lack of available resources coupled with generational poverty in large sections of the 23 zip code target area.
