About Housing Forward: We work in partnership with the All Neighbors Coalition, a collaborative of more than 150 partner organizations providing direct services to individuals, families, youth, and veterans experiencing homelessness. As the system’s backbone agency, Housing Forward leads a region-wide, data-driven strategy that centers housing as the solution to homelessness, streamlines access to services, and drives measurable outcomes across Dallas and Collin counties.

Since 2021, Housing Forward has housed over 25,000 individuals, reduced overall homelessness by 23%, and reduced unsheltered homelessness by 28%. In 2024, we reached a major milestone with the effective end to veteran homelessness, and in 2025, we closed all encampments in Downtown Dallas. These outcomes reflect our community’s commitment to long-term, systemic change and demonstrate that homelessness is solvable when approached with focus, collaboration, and compassion.

Mission

Housing Forward leads in the development and implementation of an effective homeless response system to make homelessness rare, brief, and non-recurring in Dallas and Collin Counties.

Needs

Last year, over 4,000 households utilized Flex Fund to end their homelessness. Flex Fund plays a critical role in the homeless response system across Dallas and Collin counties by providing flexible financial assistance that federal funding cannot cover. While federal resources often support core housing costs, such as rent, they cannot cover many practical expenses that determine whether a person can successfully return to stable housing and employment. 

Flex Fund helps cover small but highly impactful costs such as housing application fees, utility arrears, pet deposits, furniture, work boots, transportation, car repairs, or tools and equipment needed to re-enter the workforce. These modest investments often remove the final barriers preventing an individual or family from exiting homelessness.
