To accomplish our mission, we fund teachers and other educators whose positions the state of Texas does not require but our community considers necessary for superior education. CEF is the only fundraising organization that funds teachers and staff in Carroll ISD.

Over the past three years, CEF has donated $2.2 million to fund teachers and over $60,000 in scholarships to support CISD students and alumni.

Our work is focused on Texas' school-finance program, nicknamed 'Robin Hood', which "recaptures" a percentage of your property tax dollars away from CISD. In our school district, one-third of local property tax dollars are recaptured through the State of Texas Robin Hood Act and those dollars, $33.6 Million to be exact, do not make it back to our children’s classrooms. CEF continues our volunteer work to fund the gap in teachers’ salaries by utilizing 100% of the money donated by families and local businesses to subsidize teacher salaries. This includes funding teachers that are not fully funded by the State of Texas such as Band, Science Labs, Art, PE, GT, Technology, etc. 

By funding Carroll ISD teachers, we can have a tangible, immediate impact on the education our students receive. More teachers mean more individualized instruction, more inspiring electives, and a more diverse curriculum for every student in Carroll ISD.

Our Needs

School funding will be facing even more difficult times in the future. The Texas school finance recapture system (Robin Hood) continues to add pressure to our District, with more than $33 million sent from CISD to the state each year. This annual stress, coupled with diminished state sales tax revenue, makes it more important than ever to help fund positions that we know are necessary to sustain the high-quality education that our children deserve.
