Celebrating 50 Years of Restoring Ability
As Helping Restore Ability approaches its 50th anniversary, we are celebrating where we began, the lives being changed today, and the future we are working to build.
Our Past: A Vision of Independence
Helping Restore Ability was founded in Arlington in 1977 by Sam Provence, a young man living with the effects of polio, and a determined group of friends. They shared a powerful belief: a disability should never prevent someone from living independently or participating fully in their community.
What began as the Arlington Handicapped Association has grown into a nonprofit organization serving children, adults of all ages, and veterans across Texas. For nearly 50 years, HRA has helped people access the care and support they need to remain in their homes, pursue their goals, and stay connected to the communities they call home.
Our Present: In-Home Care Makes More Possible
Today, HRA provides and coordinates in-home attendant care, long-term services and supports, caregiver training, and benefits navigation. Our programs help people complete daily activities, attend school, maintain employment, participate in their communities, and avoid unnecessary institutional care.
During the fiscal year ending June 30, 2026, HRA:
- Served 809 individuals across 60 Texas counties
- Supported a workforce of 1,325 caregivers
- Helped deliver 1,404,622 hours of direct support
- Served a population in which more than 95% of individuals qualify as low-to-moderate income
A six-year analysis completed by HRA in 2020 also found a 50% reduction in emergency-room utilization among the clients studied and a near elimination of pediatric inpatient admissions—demonstrating the difference consistent, reliable care at home can make.
HRA also helps veterans, their spouses, and surviving spouses understand and pursue benefits such as the VA Aid and Attendance Pension Benefit. Through benefits education, service coordination, and community partnerships, we help military-connected families identify sustainable options for receiving care at home.

Our Future: The Next 50 Years of Independence
As we look toward our next 50 years, HRA is preparing to meet a growing need for accessible, dependable, and innovative care at home.
We are investing in the future of caregiving by strengthening caregiver recruitment, training, and retention. We are expanding access to benefits and community resources. We are also exploring new technologies and service models that can help more people live safely, independently, and meaningfully connected to their communities.
